Rebate advertisements often combine old and current programs. As of this article’s review date, Ontario’s main active offer is the Home Renovation Savings™ program, delivered by Enbridge Gas and Save on Energy with support from the Ontario government. It is available across several primary heating fuels, but eligibility, rebate limits and required steps differ by home and upgrade.
Current program overview
Ontario’s Home Renovation Savings™ program offers rebates for qualifying heat pumps, insulation, air sealing, windows, doors and heat-pump water heaters. Amounts and application requirements vary by primary heating fuel and upgrade.
Two ways to apply
- Single upgrade: heat pumps and certain attic-insulation projects do not require a home energy assessment, but participating contractors and pre-installation eligibility or approval are required.
- Bundled upgrades: complete at least two qualifying upgrades with initial and follow-up EnerGuide assessments. Three qualifying upgrades may receive an extra $500.

Who may qualify?
Eligibility depends on the selected stream. Common eligible property types include detached, semi-detached, row and town homes, plus certain mobile homes on permanent foundations. New homes generally must have been occupied for at least six months. Rules for stacked townhomes, duplexes, triplexes, rental properties and secondary suites vary by stream.
Your primary heating source matters. A hybrid system with an electric heat pump may be treated as electrically heated under assessment-stream rules. Cornwall Electric customers are excluded from the IESO-controlled-grid provisions described in the program requirements.
Application steps
- Confirm eligibility and pathway: check the home type, primary heating fuel and planned upgrades.
- Complete the required pre-step: use a participating contractor for pre-approval or arrange the initial EnerGuide assessment.
- Install only after approval: verify equipment models and keep contracts, invoices and product records.
- Complete the claim: have the contractor submit documents or complete the follow-up assessment and final paperwork.
